The Farm Advisory System aims at helping farmers to better understand and meet the EU rules for environment, public and animal health, animal welfare and the good agricultural and environmental condition.
It is required for Member States to set up of a Farm Advisory System (FAS) which aims at helping farmers to better understand and meet the EU rules for environment, public and animal health, animal welfare and the GAEC. The rural development policy supports farmers to make use of advisory services and supports Member States in setting up new farm advisory services where needed.
Article 12 of Regulation (EU) No 1306/2013 of the European Parliament addresses this need and creates an obligation on Member States to establish a system for advising beneficiaries on land management and farm management.
This system is meant to be operated by designated public bodies and/or selected private bodies for the benefit of all farmers, whether or not they are in receipt of EU agricultural funds.
A farm advisory service assesses the specific situation of the farmer and gives appropriate advice.
The Agriculture and Rural payments Agency is the designated Competent Authority for the establishment and implantation of the Farm Advisory System as per Article 2 of
