41st Conference of Directors of EU Paying Agencies held at the Kempinski Hotel, Gozo (Malta) – May 2017

Tr​aditionally, every EU Presidency hosts the informal Conference for the Directors of EU Paying Agencies.  The 41st edition of this Conference was held on the 18th and 19th of May at the Kempinski Hotel in Gozo during the Maltese Presidency of the Council of the EU.

This Conference was primarily intended for Directors of Paying Agencies from all EU Member States, who were joined by representatives from the European Commission, the European Court of Auditors, and farmers’ organisations CEJA and COPA COGECA. This informal Conference serves as an ideal platform for participants to share experiences and best practices, discuss and find possible solutions to common issues, and put forward proposals on how to improve processes and implementation of the Common Agricultural Policy (CAP), both presently and in future.

During the Conference a number of presentations were delivered by delegates of the participating Paying Agencies as well as representatives of the EU institutions.  The themes covered by these presentations included current implementation of CAP 2014-2020, the future of the CAP, proposed simplification measures, use of new technologies, and examples of best practices in other Member States.  Furthermore, participants were split into three working groups to discuss more technical matters related to CAP implementation and come up with possible solutions to be proposed for further consideration and discussion.

Apart from the work carried out and outlined above, site visits were organised for the Conference participants. On the 17th of May, delegates were taken to The Magro Food Village in Xewkija and given a brief tour around the enterprise with information about its history, processes and products. The following day, after the end of the Conference, delegates were taken on a tour around the Citadel in Victoria, Gozo in order to have a small glimpse at some of the long and colourful history of the Maltese islands. A formal gala dinner was later held at the La Perla restaurant in Marsalforn.

The Conference was a success, with many participants expressing their gratitude to the Maltese Authorities for the lovely stay in Gozo and the organisation of the Conference.  A number of fruitful working conclusions were derived from the two-day Conference, all of which will be submitted to the appropriate fora for further discussion, development and consideration at EU level.
